Problems addressed in the RTRAVME01C31 kit:
o Failed connection attempts to remote DECnet nodes used to result in
repeated messages being written to the RTR log file. The message
text was concerning an XTI event requiring attention. These
unnecessary messages have been removed.
o A problem with the algorithm used to scan RTR backend nodes for
journals belonging to nodes that were currently available could
cause the RTR ACP process to enter a CPU-bound loop in certain
multiple facility configurations.
