Sounds like a good idea, as long as -1 won't used to mean anything special. Not to get too platform-specific or anything, but what if anything are Unix vendors doing with timevals as they move to 64 bits? If there is a consensus, and that consensus involves solving the y2k+38 problem, following it would make things easier.
