Timing problem booting because eDirectory shuts down with -634 errors.
High utilization on server during bootup with NDSINIT being the most active
thread.
DirXML returns a -670 error: INVALID CONTEXT.

INSTALLATION INSTRUCTIONS:

Rename the DXEVENT.NLM to DXEVENT.bak. Copy the new DXEVENT.NLM to the
sys:system directory. Reboot the server.

ISSUE: 

eDirectory shuts down during the bootup process with a -634 error. Any
application that relies on eDirectory to be initialized, would fail to load
properly. Since DirXML relies on eDirectory to be fully initialized, it would
return a -670 error and not start.
