If an incoming packet was from a local IPX broadcast and not a SAP or RIP, NetWare IP gave the packet to the NetWare OS. However, when the NetWare OS determined that the destination (the NWIP client) did not reside on the same server, it had routed the packet to the NWIP server module, and the NWIP server in turn, sent it to the TCPIP network (thinking it is a point to point packet). All servers that received the packet did the same thing (ie. received the UDP broadcast and send it back out as broadcast).
