WinPopup and NetPopup Messages Not Supported under WFW3.1 (99196)

SUMMARY

Windows For Workgroups version 3.1 does not have Server Message Block (SMB) messenger service, so it does not support LAN Manager WinPopup and NetPopup.

NOTE: Windows for Workgroups version 3.11 does support LAN Manager WinPopup and NetPopup.
