Cause of "PRo0003E: PROTOCOL.INI File Open Failure" Error (98423)

SYMPTOMS
The LAN Manager protocol manager does not load. Instead, it returns
this message:
MS-DOS LAN Manager Protocol Manager v2.x
PRO0003E: PROTOCOL.INI file open failure
CAUSE
The Country command sets area-dependent information such as time, date,
and currency conventions. For example:
COUNTRY=61,,C:\DOS\COUNTRY.SYS
If the Country command is included in CONFIG.SYS but the path is wrong
or COUNTRY.SYS (which supplies necessary information) is missing, then
the above error is returned.
RESOLUTION
Check the path in CONFIG.SYS and correct it if it is wrong. Include the
COUNTRY.SYS file if it is missing.
