Using UNC with Win 3.1 or WfW 3.1 with Long Server Name (98243)

When you attempt to load a document (in Word, Notepad, etc.) or execute a
program with the File/Run command from a server with a name longer than
11 characters (for example, \\TWELVECHARAC\PUBLIC\EDIT.COM) by means of
universal naming convention (a network path) the system returns with a
dialog immediately indicating that the program/file cannot be found
or the path is invalid. The problem does not occur if the server name
contains 11 or fewer characters.
CAUSE
When the server name is greater than 11 characters, no attempt is made to
access the network, as is evident from a Sniffer trace of frames to or
from the workstation.
STATUS
Microsoft has confirmed this to be a problem in LAN Manager version
2.2. We are researching this problem and will post new information
here in the Microsoft Knowledge Base as it becomes available.
