Page 47 of the "Microsoft Works User's Guide" states that you can
enter values less than 1 for line spacing. You can enter a number of
less than 1 inch, but not less than the minimum of 1 line, which is
not clear from reading the manual.

The minimum line spacing in Works for Windows is 120 percent of
leading. This means that with a 12-point font, the minimum size of the
line is 14.4 points (point size x 120 percent = minimum line size). In
this case, if you enter 1Li in the Line Spacing box, Works will
automatically set a 14.4pt line size, which is the minimum value
allowed.
To enter a value of less than 1 inch, type ".5in" or ".25in" (without
the quotation marks), as indicated on page 47 of the "Microsoft Works
User's Guide."
