CAUSEThis can be caused by a loop to an external smart host. If mail comes in for a
non-authoritative email domain, and relaying is allowed, the mail will try to route
back out to the Internet if the recipient does not exist in the org. If the mail is
sent to a smart host that is configured to forward mail to that email domain back
into the Exchange Organization, then we will get a loop. The mail will queue in
deferred delivery until the loop is removed.RESOLUTIONTo resolve this type of issue add the
email domain to the recipient policy, or restrict relaying to force NDR's to be sent properly.
