SYMPTOMS

Need to disable/enable 'recover deleted items' in Outlook for users without admin rights on the workstation.

Users without admin rights, only got read access to the "HKEY_CURRENT_USER\Software\Policies\" folder. Hence, while pushing the settings through SMS,Custom Installtion Wizard,Custom Maintenance wizard for these users, the setting is not copied to the HKEY_CURRENT_USER\Software\Policies\ path. The registry deployment should be done through Group Policy so that the entries are made to "HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\11.0\Outlook\DisabledCmdBarIte msList" path properly.

RESOLUTION

Create a OU in the active directory
Create a new group policy for this OU

Add Outlk11.adm policy template to the new group policy.
Outlk11.adm policy template is part of Office 2003 resource kit.
Download Office resource kit (ork.exe) for Office 2003 from the below link
http://www.microsoft.com/office/orkarchive/2003ddl.htm
When Office resource kit is installed on a system, outlk11.adm file is copied to c:\windows\inf folder. Copy the outlk11.adm to the domain controller and add it to the Group policy ->User configuration->administrative template

Open Group policy->User configuration-> Administrative Templates->Microsoft Office Outlook 2003->Disable items in user interface -> custom ->Disable command bar buttons and menu items-> Enable and Enter command bar ID 5654

To 'Disable recover deleted items' move the users to 'Disable recover deleted items OU'
User has to logout and login to the system.Login to Outlook and check if 'recover deleted items' disabled for the user.
To enable the "recover deleted items" for the user, move the user out of the OU.User has to logout and login to the system.
Launch Outlook and check if 'recover deleted items' enabled for the user.

The above Outlook policy template will work only for Outlook 2003 users.
For Outlook 2000 and Outlook XP users we need to configure the outlk10.adm and outl9.adm in the group policy.
The steps are same as carried out for Outlook 2003.
Outlk10.adm and outl9.adm are available in Outlook resource kits.
Download the resource kit (orktools.exe) for Outlook XP and Outlook 2000 from the below links.
