Error message when you try to install Windows 2000 from a USB optical drive: "Please insert the floppy disk labeled 'Service Pack Y CD' into drive X: and then click OK" (923099)

SYMPTOMS
When you try to install Microsoft Windows 2000 from a USB optical drive, you may receive an error message that resembles the following:
Insert Disk
Please insert the floppy disk labeled 'Service Pack Y CD' into drive X: and then click OK.
You can also click OK if you want files to be copied from an alternate location, such as a compact disc.
Note Y is the service pack version of Windows 2000 that you are installing. X is the drive letter.
When you click OK and then click Browse, the USB optical drive is no longer present. When this issue occurs, Windows Setup cannot continue because it cannot find the disc that contains the Setup files.
Notes- The "Insert Disk" message occurs during the graphical user interface part of Windows 2000 Setup, after the initial restart.
- The message should say "compact disc," "CD," or "DVD" instead of "floppy disk."
WORKAROUND
To work around this issue, disconnect the USB optical drive from the computer when the "Insert Disk" message appears, and then reconnect the USB optical drive. Wait for 10 seconds, and then click OK. Windows 2000 Setup will find the USB optical drive and then continue. If you receive the same message again, wait another 10 seconds before you click OK. If the issue still occurs, disconnect the USB optical drive, and then reconnect it. Wait for 10 seconds, and then click OK.
