SYMPTOMS

When the following conditions are true, you are unable to install the Microsoft .NET Framework 1.1:
  • You have a Microsoft Windows Fundamentals for Legacy PCs-based computer.
  • You are using one of the following languages from the standards and formats list:
    • Maltese
    • Quechua - Bolivia
    • Bengali - India
    • Malayalam - India
    • Maori - New Zealand
    • Quechua - Ecuador
    • Bosnian - Bosnia and Herzegovina
    • Northern Sotho - South Africa
    • Quechua - Peru
    • Sami (Inari) - Finland
    • Sami (Lule) - Norway
    • Sami (Lule) - Sweden
    • Croatian - Bosnia and Herzegovina
    • Tswana - South Africa
    • Sami (Northern) - Finland
    • Welsh - United Kingdom
    • Sami (Northern) - Norway
    • Serbian (Cyrillic) - Bosnia and Herzegovina
    • Xhosa - South Africa
    • Zulu - South Africa
    • Sami (Northern) - Sweden
    • Sami (Skolt) - Finland
    • Serbian (Latin) - Bosnia and Herzegovina
    • Sami (Southern) - Norway

Additionally, you receive the following error message when the installation of the .NET Framework 1.1 is unsuccessful:
Failed to load resources from file.

WORKAROUND

To work around this issue, follow these steps:
  1. Install Microsoft Windows Fundamentals for Legacy PCs on a computer that is using the English-American default language.
  2. Install the .NET Framework 1.1.
  3. Change the standards and formats selection to the desired language. To do this, follow these steps:
    1. Click Start, click Run, type intl.cpl, and then click OK.
    2. In the Standards and formats list, click to select the desired language.
