Error message when you click "Play" in Rise of Nations: Thrones and Patriots: "Error reading xml file" (919054)

SYMPTOMS

When you click Play in Microsoft Rise of Nations: Thrones and Patriots, you may receive the following error message:
Error reading xml file
The title bar of the error message has one of the following files listed:
  • ./data/soundfiles.xml
  • ./data/soundglobals.xml
  • ./data/sound.xml
  • ./data/soundtypes.xml
You can play the game. However, you cannot hear any sounds.

CAUSE

This issue may occur if there is interference from another program.

RESOLUTION

To resolve this issue, use a clean boot procedure to start the computer before you play a game. When you perform a clean boot procedure, you prevent the programs that may be interfering from starting automatically.
