Error message in Device Manager, and certain PCI-E devices do not work after the computer enumerates devices: "This device cannot find enough free resources that it can use. (Code 12)" (918417)

SYMPTOMS

On a Microsoft Windows 2000-based computer, certain PCI-Express (PCI-E) devices do not work after the computer enumerates devices. For example, after you restart the computer or change the hardware configuration, some PCI-E devices, such as network, sound, or video adapters, do not work. Additionally, in Device Manager, a yellow exclamation mark may appear next to the device. You receive the following error message when you view the device properties in Device Manager:
This device cannot find enough free resources that it can use. (Code 12)
Note This problem does not occur in later versions of Windows.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

WORKAROUND

To work around this problem, restart the computer again.
