Error message when you try to install Project Server 2003: "The Windows locale settings on this computer prohibit a connection to the database" (918315)

SYMPTOMS

Consider the following scenario. You run the Setup program to install Microsoft Office Project Server 2003. When you reach the Enter database account information page of the Setup program, you specify the database account information to use to connect to an existing database. However, you cannot connect to the database. Additionally, you receive the following error message:
The Windows locale settings on this computer prohibit a connection to the database. Change the locale settings to support code page 850 before attempting to connect to database DatabaseName.

CAUSE

This issue may occur if there is a conflict or another issue with the code page settings that prevents the Setup program from connecting to the database.

WORKAROUND

Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall your operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.

To work around this issue, change the value of the ACP registry entry from 1252 to 850 in the following registry subkey:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\CodePage\ACP

To do this, follow these steps:
  1. Click Start, click Run, type regedit in the Open box, and then click OK.
  2. Locate and then click the following registry subkey:

    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Nls\CodePage

  3. In the right pane, double-click ACP. The value that is displayed in the Value data box is 1252. Remove this value.
  4. In the Value data box, type 850, and then click OK.
  5. On the File menu, click Exit to exit Registry Editor.
  6. Restart the computer.

Code page 850 is installed if the 850 (OEM - Multilingual Latin 1) code page conversion table is installed on your computer. To verify that the 850 (OEM - Multilingual Latin 1) code page conversion table is installed on your computer, follow these steps:
  1. Click Start, click Run, type intl.cpl in the Open box, and then click OK.
  2. Click the Advanced tab.
  3. Under Code page conversion tables, verify that 850 (OEM - Multilingual Latin I) appears in the list, and then verify that the check box next to 850 (OEM - Multilingual Latin I) is selected.
  4. Click OK.
