You receive error code 25213 when you try to install System Center Reporting Manager 2006 on a domain controller (916875)

SYMPTOMS

When you try to install Microsoft System Center Reporting Manager (SCRM) 2006, you receive the following error message:
The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 25213.
Additionally, the following error information is logged in the %windir%\SC2006Setup.log file:

AddUserToLocalGroup: Failed to add an account to group. Error Code: 0x8007056C. SC DW SMS DTS
AddUserAccountToLocalGroup: Failed to add an account to group. Error Code: 0x8007056C. SYSTEM
The installer has encountered an unexpected error installing this package. This may indicate a problem with this package. The error code is 25213. The arguments are: -2147023508, A new member could not be added to a local group because the member has the wrong account type.,

You experience this issue if you try to install System Center Reporting Manager on a domain controller.

CAUSE

This issue occurs because System Center Reporting Manager 2006 is not currently supported for installation on a domain controller.

WORKAROUND

To work around this issue, install System Center Reporting Manager 2006 on a member server.

Although System Center Reporting Manager 2006 is not supported for installation on a domain controller, the System Center Reporting Manager Setup program does not generate a failure result during the Prerequisite Check part of the installation. Instead, when you click View Log on the Prerequisite Check Passed with Warnings page or on the Prerequisite Check Failed page of the installation program, the following information appears under Warnings.
