INTRODUCTION

This article describes the Outlook 2003 issue that is fixed in the hotfix package that is dated January 23, 2006.

Issues that the hotfix package fixes

This hotfix package fixes the following issue that was not previously documented in a Microsoft Knowledge Base article:
  • Consider the following scenario. User B has full mailbox access to user A's mailbox. User B logs on to user A's mailbox. User B successfully adds a delegate to user A's mailbox. However, when the delegate tries to send an e-mail message on behalf of user A, the delegate receives the following error message:
    You do not have the permission to send this message on behalf of the specified user.
    In this scenario, user B should not be able to add the delegate to user A's mailbox. Additionally, the user who added the delegate to user A's mailbox (user B) should receive this error message instead of the delegate.

    This problem occurs because the Public Delegate attribute in Active Directory directory service is not updated with the new delegate that user B added.

  • The optimized version of this hotfix is a post-Microsoft Office 2003 Service Pack 2 hotfix. To install the hotfix, you must have Office 2003 Service Pack 2 installed.   • The full-file version of this hotfix is also the administrative version of this hotfix. You can install this version of the hotfix on a computer that is running Office 2003 with Service Pack 2 installed or Microsoft Office 2003 with Service Pack 1 installed. However, we have tested this hotfix more extensively on Office 2003 with Service Pack 2 than we have on Microsoft Office 2003 with Service Pack 1. If you install this hotfix on a computer that is running Microsoft Office 2003 with Service Pack 1, some file conflicts might occur. We support this configuration, but we do not recommend this configuration.

After you apply this hotfix, UserB receives the following error message if UserB tries to add a delegate to UserA's mailbox:
The Delegates settings were not saved correctly. Unable to activate send-on-behalf-of list. You do not have sufficient permission to perform this operation on this object.
The delegate will not be added. For UserB to add a delegate to UserA, you must grant Active Directory permissions to UserB. To do this, follow these steps:
  1. Start Active Directory Users and Computers.
  2. On the View menu, click Advanced Features.
  3. Expand Your_Server, and then click Users.
  4. In the right pane, right-click UserA, and then click Properties.
  5. Click the Security tab, click Add, click UserB, and then click OK.
  6. Make sure that the Write permissions check box is selected, and then click OK.
After you apply this hotfix, you may experience problems when you assign delegate access to users. When you try to add delegate access, you may receive the following error message in Outlook:
The Delegates settings were not saved correctly. Unable to activate send-on-behalf-of list. You do not have sufficient permission to perform this operation on this object.
You receive this error message when the following conditions are true:
  • The SELF account does not have the "Write Personal Information" right on the user account that is trying to add the delegate.
  • Exchange Server does not return a Domain Controller/Global Catalog (DC/GC) that is local to the user account. A DC/GC should be returned to the user who logs on with Outlook.
For delegate access to be assigned successfully, the SELF account must have the "Write Personal Information" right. Additionally, when the user logs on to Exchange Server, Exchange Server must be returning a DC/GC that is local to the user account's domain so that the publicDelegates attribute can be written.
