All contacts are displayed as offline even if they are online in Windows Messenger 5.1 (911790)

SYMPTOMS

When you use Microsoft Windows Messenger 5.1, all contacts are displayed as offline even if they are online. Additionally, the following error message is logged in the Rtcdll0.log file:

CAUSE

This problem occurs if the MIME parser is not registered on the computer.

RESOLUTION

To resolve this problem, follow these steps:
  1. Click Start, click Run, type regsvr32 %windir%\system32\inetcomm.dll, and then click OK.
  2. Restart the computer.
