SYMPTOMS
Consider the following scenario. You configure a domain controller as described in the following Microsoft Knowledge Base articles:
316977 Group Policy template behavior in Windows Server 2003
816662 Recommendations for managing Group Policy administrative template (.adm) files
Then, you delete all the *.adm files from the Sysvol folder on the domain controller.
Next, you start the Resultant Set of Policy tool (Rsop.msc) or the Group Policy Management Console tool (Gpmc.msc) and then view policy settings on a Microsoft Windows XP Service Pack 2 (SP2)-based computer. However, these tools do not correctly display the policy information. Additionally, an Extra Registry Settings section appears in the Resultant Set of Policy tool instead of the policy descriptions that you expect.
RESOLUTION

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next Windows XP service pack that contains this hotfix.
