You receive error 1134 when you install Microsoft Windows Live OneCare (910655)

SYMPTOMS

When you install Microsoft Windows Live OneCare, you receive error 1134 during the download phase of the installation.

CAUSE

This behavior occurs because of an issue with the Background Intelligent Transfer Service (BITS) that occurs when you download one of the six components of the Windows Live OneCare program.

RESOLUTION

To resolve this behavior, use the following methods in the order in which they are presented.

Method 1: Reregister .dll files and restart the BITS Service

  1. Click Start, click Run, type regsvr32 oleaut32.dll, and then click OK.
  2. Repeat step 1 for the following commands:
    • regsvr32 jscript.dll
    • regsvr32 vbscript.dll
    • regsvr32 msxml.dll
    • regsvr32 softpub.dll
    • regsvr32 wintrust.dll
    • regsvr32 initpki.dll
    • regsvr32 cryptdlg.dll
  3. Restart the BITS service. To do this, follow these steps:
    1. Click Start, click Run, type services.msc, and then click OK.
    2. In the list of services, right-click Background Intelligent Transfer Service, and then click Properties.
    3. Make sure that Manual is selected in the Startup type list, and then click Apply.
    4. Right-click Background Intelligent Transfer Service, and then click Restart.
    5. If the service status is set to Stopped, click Start, and then click OK.
  4. Install Windows Live OneCare.
If the behavior is still not resolved, try Method 2.

Method 2: Repair BITS

Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall your operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.
  1. Download and install the Bitsadmin.exe tool that is included in Microsoft Windows XP Service Pack 2 Support Tools. To download the Bitsadmin.exe tool, visit the following Microsoft Web site:
  2. Click Start, click Run, type cmd, and then click OK.
  3. At the command prompt, type cd path\Support Tools, and then press ENTER.

    Note Path is the path where you saved the Bitsadmin.exe tool.
  4. Type bitsadmin /util /repairservice /force, and then press ENTER:
  5. Remove all files that pertain to Windows Live OneCare that were previously downloaded. To do this, delete all the files from the following folder:

    Program Files\Microsoft Windows OneCare Live\Staging

  6. Check for and remove the following registry key:

    HKEY_USERS\software\microsoft\winss

  7. Install Windows Live OneCare.
If the behavior is still not resolved, try Method 3.

Method 3: Perform basic BITS troubleshooting

  1. Make sure that your Internet connection is working and that you can access the following Microsoft Web site:
  2. Restart the BITS service. To do this, follow these steps:
    1. Click Start, click Run, type services.msc, and then click OK.
    2. In the list of services, right-click Background Intelligent Transfer Service, and then click Properties.
    3. Make sure that Manual is selected in the Startup type list, and then click Apply.
    4. Right-click Background Intelligent Transfer Service, and then click Restart.
    5. If the service status is set to Stopped, click Start, and then click OK.
  3. Reinstall BITS if the following conditions occur:
    • You receive a configuration error when you try to restart the BITS service
    • A configuration error is logged in the Setup.log file or in the System event log
    To reinstall BITS, follow these steps:
    1. Click Start, click Run, type C:\Windows\Inf, and then click OK.
    2. Locate and right-click the Qmgr.inf file, and then click Install.
    3. If you are prompted to insert the operating system CD, type the following path in the Copy files from box, and then click OK:

      %windir%\ServicePackFiles\i386

      Note This location contains the most recently updated service pack files. If you cannot use this path to copy the required files, insert the operating system CD, and then click OK.
    4. After the Qmgr.inf file is copied, restart your computer.
  4. Install Windows Live OneCare.
