SYMPTOMSIf the Control Panel item Speech is open when you try to start a Microsoft .NET-based service that uses the Microsoft Speech API (SAPI), you receive the following error message:
The <Name of the service> service on Local Computer started and then stopped. Some services stop automatically if they have no work to do, for example, the Performance Logs and Alerts service. WORKAROUNDTo work around this problem, you can run the service in the context of the LocalSystem account instead of in the context of the LocalService account.
