A user cannot access the Windows SharePoint Services Risks, Issues, or Documents pages by using Project Web Access 2003 after you grant the user the "View Risks, Issues, and Documents" permission in Project Server 2003 (908442)

SYMPTOMS
Consider the following scenario. In Microsoft Office Project Server 2003, you grant a user the View Risks, Issues, and Documents category permission. You grant the user this permission to let the user view the Microsoft Windows SharePoint Services Risks, Issues, and Documents pages by using Microsoft Office Project Web Access 2003. However, after you grant the user the View Risks, Issues, and Documents category permission, the user still cannot access the Documents, Issues, or Risks pages by using Project Web Access 2003.CAUSE
This issue may occur if the user's Windows user account has not been added to the appropriate role in Windows SharePoint Services. Windows SharePoint Services requires Windows authentication for users to be able to access the Documents, Issues, or Risks pages in Project Web Access 2003. Users who have accounts that use Project Server authentication might be able to access these pages, depending on the configuration. However, only Windows-authenticated users can use every feature in these areas.RESOLUTION
To resolve this problem, make sure that the user's Windows user account has been added to the appropriate role in Windows SharePoint Services.MORE INFORMATIONProject Server 2003 uses both Windows authentication and Project Server authentication to authenticate user accounts. Windows authentication is used to authenticate domain accounts. Project Server authentication is used to authenticate Project Server user name and password accounts. Windows authentication is required to use certain features. These features include the following:
- Windows SharePoint Services Documents, Issues, and Risks
- Portfolio Analyzer
- Membership in the Enterprise Resource Pool
- Synchronization of security groups or synchronization of the Enterprise Resource Pool with the Active Directory directory service
To access the Documents, Issues, and Risks pages of Project Web Access 2003, a user must be granted the following permissions:

To modify a user's permissions, use the Manage Users and Groups section of the Admin page in Project Web Access 2003. Note If the user is added to the category after the subsite for the project plan has been created, the Project Server administrator can use the Synchronize users option to update the user's account access to the subsite. To do this, click Synchronize users for the subsite on the Manage SharePoint Services subwebs for Microsoft Project Server page under Manage project subwebs. Additionally, to access the Documents, Issues, and Risks pages of Project Web Access 2003, a user must have their Windows user account added to the Contributor site group in Windows SharePoint Services.
Windows SharePoint Services permissionsWindows SharePoint Services permissions are not always automatically set when you give a user permissions on the Project Server side to see the Documents, Issues, and Risks pages.
Windows SharePoint Services permissions are automatically set when any one of the following conditions occurs:
- The user is a team member on the project plan. Additionally, an assignment for the user in that project plan has been published.
- The user was already a team member on the project plan when the project plan was saved for the first time and when the subsite was created.
- The user was added as a team member after the Windows SharePoint Services site for the project plan had already been created. Additionally, you used the Synchronize users option to update the user's account access to the subsite.
