SYMPTOMS
When you use the BizTalk Web Services Publishing Wizard in Microsoft BizTalk Server 2004 to publish an orchestration as Web service, you may receive an error message that is similar to the following:
Failed to create project "http://localhost/project_Proxy",
[System.Runtime.InteropServices.COMException] The message filter indicated that the application is busy.
RESOLUTION
Hotfix information
A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing.
