Users who are connected to the Internet experience a delay when you create a new access rule or when you apply changes to an existing access rule in ISA Server 2004 (898623)

The information in this article applies to:

  • Microsoft Internet Security and Acceleration Server 2004, Standard Edition

SYMPTOMS

Assume that you create a new access rule or that you modify an existing access rule in Microsoft Internet Security and Acceleration (ISA) Server 2004. When you apply these changes to your firewall policy, users who are connected to the Internet experience approximately a 10-second delay when they try to log on to an external Web site.

When you create a new access rule or when you modify an existing one, you do not expect this action to affect user Internet connections.

CAUSE

This problem occurs if the following conditions are true:
  • A Web routing rule is configured in ISA Server 2004. This rule specifies an upstream proxy server by using that server's IP address.
  • You click Apply to apply a policy change in the ISA Server Management program. Or, the ISA Server Web Proxy Service is restarted.
In this situation, the ISA Server Web Proxy Service performs the following procedure:
  1. The ISA Server Web Proxy Service marks the Web routing rules for re-evaluation.
  2. When the first Web request arrives, the ISA Server Web Proxy Service re-evaluates the Web routing rules.
  3. For each Web routing rule that forwards traffic to an upstream proxy server, the ISA Server Web Proxy Service retrieves the domain name of the upstream proxy server.
To retrieve the domain name of the upstream proxy server, the ISA Server Web Proxy Service calls a function that performs a reverse Domain Name Service (DNS) lookup on the IP address of the upstream proxy server. Therefore, users who are connected to the Internet may experience a delay when they request new Web sites.
