A message may be logged in the event log when you try to install the Windows Installer 3.0 redistributable package on a computer that is running a later version of Windows Installer (897027)

SYMPTOMS

When you try to install the Microsoft Windows Installer 3.0 redistributable package (WindowsInstaller-KB884016-v2-x86.exe) on a computer that is running a later version of Windows Installer, a message that is similar to the following may be logged in the event log:
Event Type: Error
Event Source: Service Control Manager
Event Category: None
Event ID: 7023
Date: Date
Time: Time
User: N/A
Computer: ComputerName
Description: The Windows Installer service terminated with the following error: Overlapped I/O operation is in progress.Additionally, the installation may fail even though the installation appears to be successful.

CAUSE

This problem occurs because the Windows Installer 3.0 redistributable pack incorrectly updates the registry with settings that are incompatible with the later version of Windows Installer that is installed on the computer.

WORKAROUND

To work around this issue, use one of the following methods:
  • Do not install the Windows Installer 3.0 redistributable package on a computer that is running a later version of Windows Installer. Make sure that the version of the Msi.dll file that is on the computer is earlier than the version that is included in the Windows Installer 3.0 redistributable package. The Msi.dll file that is included in Windows Installer 3.0 is version 3.0.3790.2538.
  • If you experience a problem with Windows Installer, type the following command at a command prompt to restore the correct registry settings:

    msiexec.exe /regserver
