Quality of Service parameters do not prioritize network traffic in Windows 2000 (892494)

SYMPTOMS When your application sets Quality of Service (QoS) parameters through the Windows QoS API in Microsoft Windows 2000, network traffic is not prioritized.
When you enable ControlledLoad or Guaranteed network traffic flow on an IP address on your network adaptor, you may find that the specified network traffic is not prioritized as you expect.CAUSEThis problem may occur if multiple IP addresses are set on your network adaptor and you try to set the QoS parameters for a secondary IP address on the network adaptor.RESOLUTIONHotfix informationA supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes.
