INTRODUCTION

This article describes the known issues with Microsoft Outlook Express 6.0 that may occur when you use the Microsoft Windows XP Multilingual User Interface (MUI).

Issue 1: Outlook Express user interface switches from the installed localized language to the English language

After you install the Microsoft Outlook Express cumulative security update MS03-014 or the Microsoft Outlook Express cumulative security update MS04-018, Outlook Express MUI localization does not work correctly. The Outlook Express user interface switches from the installed localized language to the English language. To resolve this issue, follow these steps.

Warning If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.
  1. Quit Outlook Express.
  2. Click Start, click Run, type regedit in the Open box, and then click OK.
  3. Locate and then click the following registry subkey:

    HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\International

  4. On the Edit menu, point to New, and then click String Value.
  5. Type msimn.exe as the entry name, and then press ENTER.
  6. Right-click msimn.exe, and then click Modify.
  7. In the Value data box, type 6.0.2600.0-6.0.9999.9999, and then click OK.
  8. Quit Registry Editor.
  9. Start Outlook Express.

    The user interface appears in the installed localized language.

Issue 2: The Formatting toolbar is not visible after you install the MUI or the Language Interface Pack

After you install the MUI or the Language Interface Pack (LIP) on a computer that is running the United States version of Microsoft Windows XP, the Formatting toolbar in the New Message window is not visible. This behavior occurs if both the following conditions are true:
  • You create a new e-mail message in Outlook Express 6.0.
  • You use any localized user interface.
This issue occurs with all localized MUI or LIP versions of Windows XP. To resolve this issue, install the hotfix that is described in the following Microsoft Knowledge Base article:

Issue 3: Some commands may reappear in the English language when you compose a new e-mail message

After you install the hotfix that is referenced in issue 2, some commands may reappear in the English language when you create a new e-mail message. For example, if you create a new e-mail message and then point to Style on the Format menu, the style commands may reappear in the English language. To resolve this issue, follow these steps.

  1. Quit Outlook Express.
  2. Click Start, click Run, type regedit, and then click OK.
  3. Locate and then click the following registry subkey:

    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\MUILanguages\FileVersions\040C\mshtmled.dll

  4. Right-click the entry that starts with 0006, for example 000600000b540884, and then click Modify.

    Note The entry that starts with 0006 may differ from the example that is provided.
  5. In the Value data box, type 1, and then click OK.
  6. Quit Registry Editor.
  7. Start Outlook Express, and then create a new e-mail message.

    The commands appear in the localized language.
