The Runas.exe tool may not accept the correct user password on a Windows 2000-based computer (889683)

SYMPTOMS

When the Runas.exe tool prompts you to provide a user password, Runas.exe may not accept the correct user password. You may receive the following error message:
RUNAS ERROR: Unable to run - ProgramName
1326: Logon failure: unknown user name or bad password.

CAUSE

This problem occurs when the user password contains certain extended characters, such as the character that is rendered when you hold down the ALT key and then press 175 on the numeric keypad.
