Net Logon service status changes to Paused, and event ID 13552 occurs after you run the Active Directory Installation Wizard in Windows Server 2003 (889655)

SYMPTOMSAfter you run the Active Directory Installation Wizard to promote a Microsoft Windows Server 2003-based computer to a domain controller, the status of the Net Logon service changes from Started to Paused. Additionally, the File Replication Service log in Event Viewer contains the following event: Event Type: Error
Event Source: NtFrs
Event Category: None Event ID: 13552

Description: 13552 EVENT_FRS_REPLICA_SET_CREATE_FAIL
The File Replication Service is unable to add this computer to the following replica set:
"DOMAIN SYSTEM VOLUME (SYSVOL SHARE)"
This could be caused by a number of problems such as:
-- an invalid root path,
-- a missing directory,
-- a missing disk volume,
-- a file system on the volume that does not support NTFS 5.0

Other event log messages may also help determine the problem. Correct the problem and the service will attempt to restart replication automatically at a later time.
CAUSEThis issue may occur if you do not have sufficient hard disk space available to start the update sequence number (USN) journal. By default, the USN journal requires 512 megabytes (MB) of free space to run.WORKAROUNDTo work around this issue, make sure that you have sufficient hard disk space to start the USN journal before you run the Active Directory Installation Wizard. You must have a minimum of 512 MB of hard disk space.
