Net Logon service status changes to Paused, and event ID 13552 occurs after you run the Active Directory Installation Wizard in Windows Server 2003 (889655)

SYMPTOMS

After you run the Active Directory Installation Wizard to promote a Microsoft Windows Server 2003-based computer to a domain controller, the status of the Net Logon service changes from Started to Paused.

Additionally, the File Replication Service log in Event Viewer contains the following event:
Event Type: Error
Event Source: NtFrs
Event Category: None
Event ID: 13552
Date: Date
Time: Time
User: N/A
Computer: ComputerName
Description:
13552 EVENT_FRS_REPLICA_SET_CREATE_FAIL
The File Replication Service is unable to add this computer to the following replica set:
"DOMAIN SYSTEM VOLUME (SYSVOL SHARE)"
This could be caused by a number of problems such as:
-- an invalid root path,
-- a missing directory,
-- a missing disk volume,
-- a file system on the volume that does not support NTFS 5.0
The information below may help to resolve the problem:
Computer DNS name is "ComputerName"
Replica set member name is "MemberName"
Replica set root path is "Drive:\windows\sysvol\domain"
Replica staging directory path is "Drive:\windows\sysvol\staging\domain"
Replica working directory path is "Drive:\windows\ntfrs\jet"
Windows error status code is
FRS error status code is FrsErrorJournalInitFailed

Other event log messages may also help determine the problem. Correct the problem and the service will attempt to restart replication automatically at a later time.

CAUSE

This issue may occur if you do not have sufficient hard disk space available to start the update sequence number (USN) journal. By default, the USN journal requires 512 megabytes (MB) of free space to run.

WORKAROUND

To work around this issue, make sure that you have sufficient hard disk space to start the USN journal before you run the Active Directory Installation Wizard. You must have a minimum of 512 MB of hard disk space.
