You may not be able to update cached printer forms when you log on as a non-administrative user on a computer that is running Windows 2000 with Service Pack 3 or with Service Pack 4 (888808)

SYMPTOMS

If you are using a computer that is running Microsoft Windows 2000 with Service Pack 3 (SP3) or with Service Pack 4 (SP4), and you log on as a non-administrative user, you may not be able to update cached printer forms.

Windows 2000-based client computers can cache printer forms for remote print servers in the registry. When an administrator updates printer forms on the server, the changes are sent to the corresponding cached printer forms on the client computer. If you have administrative credentials for the client computer, you can update the cached printer forms.
