You cannot establish a remote session to a Windows 2000 Server-based computer that is running Terminal Services (887583)

SYMPTOMS

When you start a Microsoft Windows 2000 Server-based computer that is running Microsoft Terminal Services in remote administration mode or in application mode, Terminal Services starts, but you may not be able to make a connection to the Terminal server.

CAUSE

This problem occurs if the RDP-TCP listener is not started on the Microsoft Remote Desktop Protocol (RDP) port. The listener may not start if the TermSrv service starts before the TermDD service starts.

MORE INFORMATION

When you install this hotfix, it updates the service dependencies in the registry so that the TermDD service to start before the TermSrv service starts. The Tsoc.inf file is included so that if Terminal Services is enabled in the future, the dependency change is made.
