SYMPTOMS
An error similar to the following is generated in the
Application log of your BizTalk Server 2002 computer:
Event:
An error occurred in BizTalk
Server.
Details:
[0x8007000e] Not enough storage is available to
complete this operation. [0x151d] The configuration refresh thread cannot set
up one or more receive functions. This might be because SQL Server is not
started. An error occurred in BizTalk Server.
This problem has been
seen to occur most frequently when the
Submit with a pass-through flag option is enabled in a BizTalk Server HTTP receive function and
your BizTalk Server is not configured to participate in work-item processing.
This problem usually does not occur on a BizTalk Server that participates in
work-item processing.
RESOLUTION
A
supported hotfix is now available from Microsoft, but it is only intended to
correct the problem that this article describes. Apply it only to systems that
are experiencing this specific problem.

The English version of this hotfix has the file
attributes (or later file attributes) that are listed in the following table.
The dates and times for these files are listed in coordinated universal time
(UTC). When you view the file information, it is converted to local time. To

Note This hotfix resolves a specific out-of-memory issue in BizTalk
Server 2002.
This hotfix does not resolve every out-of-memory error
in BizTalk Server 2002. However, we recommend that you install both BizTalk
Server 2002 SP1 and this hotfix before you troubleshoot any out-of-memory
issues in BizTalk Server 2002. This hotfix will be included in any service pack
that is later than BizTalk Server 2002 SP1.
