FIX: You may receive a "[0x8007000e] Not enough storage is available to complete this operation" error message on your BizTalk Server 2002 computer (885223)

SYMPTOMS

An error similar to the following is generated in the Application log of your BizTalk Server 2002 computer:
Event:
An error occurred in BizTalk Server.

Details:
[0x8007000e] Not enough storage is available to complete this operation. [0x151d] The configuration refresh thread cannot set up one or more receive functions. This might be because SQL Server is not started. An error occurred in BizTalk Server.
This problem has been seen to occur most frequently when the Submit with a pass-through flag option is enabled in a BizTalk Server HTTP receive function and your BizTalk Server is not configured to participate in work-item processing. This problem usually does not occur on a BizTalk Server that participates in work-item processing.

RESOLUTION

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that this article describes. Apply it only to systems that are experiencing this specific problem.

Note This hotfix resolves a specific out-of-memory issue in BizTalk Server 2002.

This hotfix does not resolve every out-of-memory error in BizTalk Server 2002. However, we recommend that you install both BizTalk Server 2002 SP1 and this hotfix before you troubleshoot any out-of-memory issues in BizTalk Server 2002. This hotfix will be included in any service pack that is later than BizTalk Server 2002 SP1.

BizTalk Server 2002 may generate an out-of-memory (0x8007000e) error message in the event log for several reasons. Not all these conditions may be fixed by the hotfix that is described in this article. The following BizTalk Server conditions may also generate an out-of-memory error message:
  • The system may run out of memory when the requirements to process the work load are more than the memory resources that are installed on the computer.
  • A custom component that is running in the process memory of BizTalk Server may leak memory or may require more memory than the system has available.
  • The memory allocation pattern of specific document types may cause BizTalk Server memory to become fragmented when documents are processed. This condition may generate an out-of-memory error message.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
