SYMPTOMS
In Microsoft BizTalk Server 2004, activity model observers cannot retrieve activity flow
information by calling the
HwsService.GetAllActivityFlowsForUser method unless
they are participating in the activity flow. This behavior contradicts the
following description in the BizTalk Server 2004 documentation about "Observer":
Users that are
members of this role are authorized to view the state of any instance of this
activity model during runtime, regardless of whether they are a participant in
the activity model.
RESOLUTION
