FIX: You may receive a "hexadecimal value 0x3A, cannot be included in a name" error message in BizTalk Server 2004 (883663)

SYMPTOMS

When you set the value of both the ElementFormDefault property and the AttributeFormsDefault property to Qualified in Microsoft BizTalk Server 2004, you may receive the following error message:
"The ':' character, hexadecimal value 0x3A, cannot be included in a name. Line 1, position 102." when "generate_empty_nodes" is set to false and the incoming instance contain empty nodes.
