All the user environment variables stop working if any user environment variable exceeds 1024 characters in Windows Server 2003 (883662)

SYMPTOMS

On a computer that is running Microsoft Windows Server 2003, a user environment variable is limited to 1024 characters. If any user environment variable exceeds this limit, all the user environment variables stop working. Only the system environment variables still work.
