STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

MORE INFORMATION

Warning Serious problems might occur if you modify the registry incorrectly by using Registry Editor or by using another method. These problems might require that you reinstall your operating system. Microsoft cannot guarantee that these problems can be solved. Modify the registry at your own risk.

If your program uses the Windows Internet (WinInet) API, you can set the ProxySettingsPerUser registry subkey value under the HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Internet Settings\ registry hive to a value of zero. A value of zero lets you share Internet Explorer proxy settings across users in the HKEY_LOCAL_MACHINE registry key.

If you use the Microsoft .NET Framework 1.1, the .NET Framework 1.1 does not examine the HKEY_LOCAL_MACHINE registry hive for the Internet Explorer proxy settings. Therefore, the .NET Framework 1.1 does not obtain the Internet Explorer proxy settings if the settings are specified under the HKEY_LOCAL_MACHINE registry hive. After you apply this software update, the Internet Explorer proxy settings can be read from the HKEY_LOCAL_MACHINE registry hive when you program by using the .NET Framework 1.1.
