The timeout value that you specify for the dwReceiveTimeout parameter may not always be passed to the WinHttpSetTimeouts function in Windows 2000 (873420)

SYMPTOMSAssume the following scenario: You use a custom program that calls the WinHttpSetTimeouts function to set timeout values for HTTP transactions. If you specify a timeout value for the dwReceiveTimeout
parameter that is different from the default timeout value, the timeout value that you specify may not always be passed to the WinHttpSetTimeouts function. Instead, the default timeout value of 30,000 milliseconds (30 seconds) may be used.CAUSEThis problem may occur if you specify a timeout value that is longer than the default timeout value of 30,000 milliseconds for the dwReceiveTimeout
