An "Adding user to sitegroup failed" error message is logged in the Spin.exe error log when you import content to a Windows SharePoint Services subsite in SharePoint Portal Server 2003 (873373)

SYMPTOMS

When you use the Document Library Import Tool (Spin.exe) to import content from a Microsoft SharePoint Portal Server Web Storage System-based document library to a document library in a Microsoft Windows SharePoint Services subsite, users are not added to the site groups in the subsite. Error messages that are similar to the following are logged in the Spin.exe error log:
Parsing User element. 
[ReadElementString()] Sid 
[ReadElementString()] Group
[AddUserToSiteGroup()] Adding user DomainName\UserName to site group GroupName. 
EXCEPTION: This operation is available only for a web with unique permissions.

CAUSE

This problem occurs if the Windows SharePoint Services subsite in Microsoft Office SharePoint Portal Server 2003 is configured to inherit permissions from the parent site. The Spin.exe tool incorrectly processes the import operation if the Use the same permission as parent site option was used when the subsite was created.

RESOLUTION

Hotfix information

A supported hotfix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Only apply it to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next SharePoint Portal Server 2003 service pack that contains this hotfix.
