FIX: Two messages are suspended in the BizTalk Server 2004 Health and Activity Tracking (HAT) tool when one exception occurs in an orchestration (872805)

SYMPTOMSIn Microsoft BizTalk Server 2004, when you add an exception handler to an orchestration and then an exception occurs, two messages are suspended in the Health and Activity Tracking (HAT) tool instead of one message.CAUSEIn BizTalk Server 2004, exceptions are caught two times by the exception handler and two messages are suspended in the HAT tool if the following conditions are true: - One orchestration is configured to start a second orchestration that is not enlisted or started.
- An exception handler is in the first orchestration.
