Shortcuts on the desktop do not work after you install security update 839645 in Windows NT 4.0 (871262)

SYMPTOMS

After you install security update 839645 (MS04-024) on a Microsoft Windows NT 4.0-based computer that does not have the Active Desktop feature turned on, shortcuts on the desktop may no longer work. Shortcuts in folders other than the desktop are not affected.
