You may receive an "InfoPath cannot create a new, blank form" error message when you preview a form in InfoPath 2003 Service Pack 1 (870842)

SYMPTOMS

When you try to preview a form in Microsoft Office InfoPath 2003 Service Pack 1 (SP1), you may receive the following error message:
InfoPath cannot create a new, blank form.
InfoPath cannot open the selected form. The form or its associated form template are from a restricted security zone and may be unsafe.

CAUSE

This problem occurs when active scripting is disabled for the Internet security zone. InfoPath incorrectly identifies its own Extensible Style Sheet Language (XSL) transformations as active script. This problem may occur in other security zones if the form template contains a script and scripting is disabled.

WORKAROUND

We do not recommend this workaround but are providing this information so that you can implement this workaround at your own discretion. Use this workaround at your own risk.

To work around this problem, use one of the following methods.

Method 1

Put your Office InfoPath 2003 forms in templates in a security zone where active scripting is enabled. For example, put your forms in a local intranet location.

  1. In InfoPath, click Tools, click Form Options, and then click the Security tab.
  2. Click to clear the Automatically determine security level based on the form's design check box.
  3. Click to select Domain.

    Note
    • The InfoPath security setting applies only to the current form. It does not affect other forms.
    • The Domain option enables the form to access files or resources within the same domain by using the user's credentials. The user is prompted if the form tries to access files or resources in another domain.

STATUS

Microsoft has confirmed that this is a bug in the Microsoft products that are listed in the "Applies to" section.

Steps to reproduce the behavior

  1. Open Internet Explorer.
  2. Click Tools, click Internet Options, and then click the Security tab.
  3. Under Select a Web content zone to specify its security zone, click Internet, and then click Custom Level.
  4. In the Scripting section under Active scripting, click Disable, and then click OK.
  5. Click OK to close the dialog box, and then close Internet Explorer.
  6. Open InfoPath.
  7. On the File menu, click Design a Form.
  8. Click New Blank Form.
  9. On the File menu, point to Preview Form, and then click Default.
You receive the error message that is mentioned in the "Symptoms" section.
