You may receive a "Fatal Error Only Administrators can run this tool" error message when you try to migrate user settings by using Loadstate.exe in Windows Server 2003 (870624)

SYMPTOMS

When you try to migrate user settings by using Loadstate.exe, part of the UserState Migration Tool (USMT) in Microsoft Windows Server 2003, you may receive the following error message:

Fatal Error Only Administrators can run this tool.

If you try to run the Loadstate.exe tool from a user account, the tool does not work. This behavior is contrary to the USMT documentation.

RESOLUTION

This behavior is fixed in the USMT Package that is included with Microsoft Windows XP Service Pack (SP2).
