Colors settings that you choose for text, background, and links are not used by Internet Explorer 6 (843516)

When you use the Ignore colors specified on Web pages option in Microsoft Internet Explorer 6 Service Pack 1 to specify that you want Internet Explorer to always use the color settings that you choose for text, background, and links, you find that the colors that you select are not used by Web pages. The settings that you choose do not override the colors for text and background that are used by the Web page. Therefore, some Web pages may not appear correctly and may be hard to read.
Note To set these colors, click Internet Options on the Tools menu, click the General tab, and the click Colors.
To set the Ignore colors specified on Web pages option, click Internet Options on the Tools menu, click the General tab, click Accessibility, and the click to select or clear the Ignore colors specified on Web pages check box.
CAUSE
This problem may occur if you have a fix installed that is described in either of the following articles:

RESOLUTION
To resolve this problem, follow these steps:
- Install the hotfix that is described in the following article:
871260 An update rollup is available for Internet Explorer versions 5.x and 6.0 - Warning If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.
Click Start, click Run, type regedit in the Open box, and then click OK. - Locate and then click the following subkey in the registry:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Internet Explorer\Main\
- On the Edit menu, point to New, and then click Key.
- Type FeatureControl for the name of the subkey.
- Click the new FeatureControl subkey.
- On the Edit menu, point to New, and then click Key.
- Type FEATURE_OPTIONS_BACKGROUNDCOLOR_KB843516 for the name of the subkey.
- Click the new FEATURE_OPTIONS_BACKGROUNDCOLOR_KB843516 subkey.
- On the Edit menu, point to New, and then click DWORD Value.
- Type iexplore.exe for the name of the DWORD, and then press ENTER.
- Right-click iexplore.exe, and then click Modify.
- In the Value data box, click Decimal, and then type 1 in the Value data box.
- Click OK, and then quit Registry Editor.
- Restart Internet Explorer.
