You receive the "The program cannot register the fltsnk1.dll file" error message and you cannot install ISA Server Service Pack 2 (843364)

SYMPTOMS

When you try to install Microsoft Internet Security and Acceleration (ISA) Server Service Pack 2 (SP2), you may receive the following error message:
Service Pack 2 Setup Error: The program cannot register the fltsnk1.dll file. Select 'OK' to undo the changes that have been made or select Cancel to quit.
This problem occurs when all the following are true:
  • The ISA Server Message Screener (Fltrsnk1.dll) is installed.

    For information about how to verify that the ISA Server Message Screener is installed, see the "More Information" section.
  • Microsoft Internet Information Services (IIS) was installed before ISA Server and the ISA Server Message Screener were installed for the first time.
  • After ISA Server was installed, IIS was uninstalled.
When this problem occurs, you cannot install ISA Server SP2.

WORKAROUND

To work around this problem, reinstall IIS, and then install ISA Server SP2. To reinstall IIS, follow these steps:
  1. Click Start, point to Settings, and then click Control Panel.
  2. Double-click Add/Remove Programs.
  3. Click Add/Remove Windows Components.
  4. Click to select the Internet Information Services (IIS) check box, and then click OK.
  5. Click Next, and then click Finish.
After you reinstall ISA Server SP2, you can uninstall IIS.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.

To verify that the ISA Server Message Screener is installed, follow these steps:
  1. Click Start, point to Settings, and then click Control Panel.
  2. Double-click Add/Remove Programs.
  3. Click Microsoft Internet Security and Acceleration Server, and then click Change.
  4. Click Add/Remove, click Add-in services, and then click Change Option.
  5. Examine the options dialog box. If the ISA Server Message Screener is installed, Message Screener is selected.
