Routing and Remote Access does not start when you start your Microsoft Windows 2000 Server-based computer or your Small Business Server 2000-based computer (842696)

SYMPTOMS

The Routing and Remote Access service may not start when you start your Microsoft Windows 2000 Server-based computer or your Microsoft Small Business Server (SBS) 2000-based computer. Additionally, you may see one or more of the following symptoms:
  • The Routing and Remote Access service shows a status of "Stopping."
  • If you try to start the Routing and Remote Access service, you receive an error that is similar to the following:
    Could not start the Routing and Remote Access service on Local Computer. The Service did not return an error. This could be an internal Windows error or an internal service error. If the problem persists, contact your system administrator.
  • The Remote Access Connection Manager service does not start when you start your computer.
  • If you try to start the Remote Access Connection Manager, similar events are recorded in the system log, and you receive an error that is similar to the following:
    Could not start the Remote Access Connection Manager Service on Local Computer. Error 5: Access is denied.
  • The Network Connections service does not start when you start your computer. This service may start about 10 minutes after the computer starts.
  • When the Network Connections service is not started, you may experience the following symptoms:
    • You cannot browse the Web or connect to computers on the LAN.
    • The Network and Dial-up Connections window may appear with missing icons or may appear as a blank window.
  • You see the following events in the system log:Event ID: 20035 Source: Rasman Description: Remote Access Connection Manager failed to start because it could not create buffers. Restart the computer. Access is denied.Event ID: 7023 Source: Service Control Manager Description: The Remote Access Connection Manager service terminated with the following error: Access is denied.Event ID 7024 Source Service Control Manager Description: The Routing and Remote Access service terminated with service-specific error 711.

CAUSE

This problem may occur if the Veritas Backup Exec program is installed on your computer. A conflict between the Veritas tape device driver and the Routing and Remote Access service may prevent the service from starting.

RESOLUTION

To resolve this problem, replace the Veritas tape device driver with an updated device driver. You can replace the Veritas device driver with an updated third-party driver or with the Windows standard tape device driver.

Note Windows 2000 Server and SBS 2000 do not include standard drivers for every tape device model. See the "More Information" section for a list of the standard tape drivers that are included.

To install an updated third-party driver, follow the instructions that the manufacturer provides. To install the Windows standard driver, follow these steps:
  1. Open Control Panel, and then double-click System.
  2. Click the Hardware tab.
  3. Click Device Manager.
  4. Expand Tape Drives.
  5. Right-click the tape device, and then click Properties.
  6. Click the Driver tab, and then click Update Driver.

    The Upgrade Device Driver wizard opens.
  7. Click Next.
  8. Click Display a list of the known drivers for this device so that I can choose a specific driver.
  9. Click Show compatible hardware.

    The wizard will list one of the standard tape drive models that are compatible with your hardware.
  10. Click the listed device, and then click Next two times.
  11. Click Finish.
  12. Restart your computer.

Windows standard drivers are available for three kinds of tape drives. When you install a Windows standard driver, the device driver update wizard lists the driver as follows:

For all other kinds of tape drive, you must use a driver that the manufacturer provides.
