The ISA Server Remote Access Quarantine Tool for Microsoft Internet Security and Acceleration (ISA) Server 2004 cannot be installed if ISA Server 2004 Standard Edition is running on a Microsoft Windows 2000 Server-based computer.

The ISA 2004 quarantine control tools, RQS.exe and RQC.exe, are included as part of the Windows Server 2003 Resource Kit or as an optional component in Windows Server 2003 Service Pack 1 (SP1). Therefore, these tools cannot be installed on Windows 2000 Server-based computers.

Alternatively, you can use ISA Server 2004 policies to create and manage remote client access quarantine procedures.
