A Windows 2000 Server-based server may stop responding with several stalled threads in the delayed work queue (841025)

SYMPTOMS

A server that is running Microsoft Windows 2000 Server may stop responding. Memory dump files from the Windows 2000 Server-based server may show several stalled threads in the delayed work queue.

CAUSE

This problem occurs when Transport Control Blocks (TCBs) are not closed because of outstanding TCB reference counts. This behavior blocks the delayed work queue threads from performing a cleanup of TCBs.
