You receive an "A dynamic link library (DLL) initialization routine failed." error message when you expand a public folder tree in Exchange 2000 Server (840012)

SYMPTOMS

In Microsoft Exchange 2000 Server, when you try to expand a public folder tree in Exchange System Manager, you may receive the following error message:
A dynamic link library (DLL) initialization routine failed.

CAUSE

This issue may occur if one or more of the following files in the Drive:\Winnt\System32 folder on the server are missing:
  • Msxml3.dll
  • Msxml3a.dll
  • Msxml3r.dll

RESOLUTION

To resolve this issue, make sure that the following files are present in the Drive:\Winnt\System32 folder on the server:
  • Msxml3.dll
  • Msxml3a.dll
  • Msxml3r.dll
If one or more of the .dll files are missing, copy the files from another server that is running the same version of Microsoft Windows 2000 as the server where Exchange 2000 is installed to make sure that the correct versions of the files are copied to the server.
