BizTalk Message Queuing Adapter may not start in BizTalk Server 2004 (838691)

SYMPTOMSMicrosoft BizTalk Message Queuing Adapter (MSMQT)
may not start in Microsoft BizTalk Server 2004. You may receive an error message that is similar to the
following: SymbolicName=BTS_E_MSMQT_NETWORKING_COMPONENT_INIT_FAILED Severity=ErrorFacility=BTS
The MSMQT subservice encountered an error executing initialization of the networking component. The binding IP address may be invalid, or another application may be holding the IP port. You may receive the previous error message in your BizTalk
Server 2004 event log. When this error occurs, you can restart the BizTalk host
instance that is configured to run MSMQT. However, the restart may fail. CAUSEThis problem may occur if TCP/IP "Port 1801"
is not available to the BizTalk Server 2004 host instance under which MSMQT is configured.WORKAROUNDTo work around this problem, restart your computer.
