The Microsoft.Web.Services.Security.SignedXml class will be renamed in the Web Services Enhancements 2.0 final release (837377)

INTRODUCTIONThe Microsoft.Web.Services.Security.SignedXml class will be
renamed for the Web release of Microsoft Web Services Enhancements 2.0 (WSE 2.0) and will have specialized SOAP message security scenarios. The WSE 2.0
will have a changed implementation and API. MORE INFORMATION The Microsoft.Web.Services.Security.SignedXml class is not a
replacement for the Microsoft .NET Framework System.Security.Cryptography.XML.SignedXml
class. To address general XML signature scenarios outside the SOAP message
security, you can use the System.Security.Cryptography.XML.SignedXml class
